My mother, Virgie Lee Shannon, raised me and received no government aid nor any child support from dad, Jesse Olar Shannon.

My mother, Virgie Lee Shannon, raised me and received no government aid nor any child support from dad, Jesse Olar Shannon. They were married August, 1950 and divorced 1964.
He later got remarried but my mother did not. My mother received a letter form Social Security administration indicating that she was entitled to monthly widow's benefits beginning March 2005.
The letter went on to say, "We raised your monthly benefit to $1,131.30 beginning March 2005 because of the death of another entitled beneficiary. We cannot pay you monthly benefits at this time." ........PLEASE EXPLAIN THIS STATEMENT TO ME: "...........because of the death of another entitled beneficiary."
I do not remember ever living with my dad (Jesse Shannon). My mother, Virgie Shannon, raised me as a single parent who received $0.00 from Jesse Shannon; My mother did everything for me, including paying for my college education with no help from Jesse Shannon nor the U.S. government.
WHY HASN'T MY MOTHER BEEN AWARDED AND RECEIVED MONIES FROM JESSE SHANNON'S SOCIAL SECURITY AFTER HIS DEATH IN 2005?

Your mother should be entitled to widows benefits from Jesse's account. The only reason I can think of that she wouldn't be is because her benefit rate is lower than her benefit rate.. If she worked at better jobs than he did, then she is getting more than she would as a widow.
I do not understand the letter because it doesn't make sense to me. Did your mothers rate increase as of March 2005? When did she receive this letter?
Is she already on your fathers acct? Did your father die in March 2005?
Let me know, I cannot unravel this mystery without more info.........Carol
